font-size: large;">El Gobierno es reacio a una rebaja en el recorte al presupuesto de RTVE, pero estudiará una posible deducción del IVA</span></h1><div class="meta" style="text-align: justify;"><strong>20:38h</strong> | lainformacion.com </div><div class="meta" style="text-align: justify;"><br /></div><div class="entradilla" style="text-align: justify;"><strong>La vicepresidenta del Gobierno, </strong><a href="http://noticias.lainformacion.com/soraya-saenz-de-santamaria/P_wyRJ84Mfpgh8s17dBAHCg4/" title="Soraya Sáenz de Santamaría"><strong>Soraya Sáenz de Santamaría</strong></a><strong>, se ha mostrado reacia a la pretensión del Consejo de Administración de </strong><a href="http://noticias.lainformacion.com/radiotelevision-espanola/E_i0jf3aiCnAgC65AF7S57X6/" title="RTVE"><strong>RTVE</strong></a><strong> de realizar el recorte de 200 millones de euros previsto para los presupuestos de la corporación en dos años, de modo que este primer año la rebaja de lo que el Estado aporta a la corporación vía presupuestos sea menor, aunque se ha comprometido a estudiar una posible deducción del IVA u otras posibles medidas para suavizar ese recorte.</strong> </div><div class="entradilla" style="text-align: justify;"><br /></div><div style="text-align: justify;"><a href="http://noticias.lainformacion.com/espana/madrid/L_DpyXi8m3RcRCxaVwDhF9o7/" title="MADRID"><strong>MADRID</strong></a>, 25 (EUROPA PRESS)</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">La vicepresidenta del Gobierno, Soraya Sáenz de Santamaría, se ha mostrado reacia a la pretensión del Consejo de Administración de RTVE de realizar el recorte de 200 millones de euros previsto para los presupuestos de la corporación en dos años, de modo que este primer año la rebaja de lo que el Estado aporta a la corporación vía presupuestos sea menor, aunque se ha comprometido a estudiar una posible deducción del IVA u otras posibles medidas para suavizar ese recorte. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">En una reunión celebrada este miércoles con los miembros del Consejo de Administración de RTVE, la vicepresidenta del Gobierno se ha mostrado firme en la intención del Ejecutivo de recortar 200 millones al presupuesto de la corporación, ya que, según ha señalado, el recorte es necesario para cumplir con el objetivo de déficit presupuestario que el Ejecutivo se ha marcado para este año, han explicado a Europa Press fuentes presentes en la reunión. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">En este sentido, aunque los consejeros de RTVE han advertido a Sáenz de Santamaría que un recorte de esas características dejaría en una situación "grave" a <a href="http://noticias.lainformacion.com/television-espanola/E_WoCzx9SITRTvZE43fYp8b2/" title="TVE"><strong>TVE</strong></a>, con una caída de audiencia que dejaría a la pública en una cuota de pantalla cercana al 8% y al conjunto de los canales del grupo en torno al 11% en los próximos meses, la vicepresidenta ha dado "pocas esperanzas" al consejo. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">No obstante, la vicepresidenta ha escuchado algunas propuestas de los miembros del consejo, como una posible subvención por parte del Estado a la emisión de los juegos Olímpicos de Londres, que tendrán un coste para RTVE este año de 70 millones de euros, debido a su interés público o la posibilidad de una deducción del IVA y se ha comprometido a estudiar estas propuestas. "Ha dejado abierta esa rendija", han señalado otras fuentes de RTVE. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Antes de la entrada en vigor de la Ley de Financiación de RTVE, que sustituyó la publicidad en la cadena pública por unas tasas que están obligadas a pagar las cadenas de televisión y las compañías de telecomunicaciones, la corporación podía deducirse el IVA repercutido. Sin embargo, con el nuevo modelo, RTVE dejó de ser sujeto pasivo del IVA, lo que supuso que no lo puede deducir, lo que supone un gasto adicional a la corporación de cerca de 115 millones de euros.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">A lo que sí se ha negado la vicepresidenta, según las mismas fuentes, ha sido a la vuelta de la publicidad a TVE. Asimismo, Sáenz de Santamaría ha comunicado a los consejeros que el recorte de 200 millones de euros supondrá una rebaja del techo de gasto de RTVE, que actualmente es de 1.200 millones euros y que con la rebaja quedará en 1.000 millones de euros. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Por otro lado, el Consejo de Administración ha trasmitido a la vicepresidenta su inquietud por la "provisionalidad" en la que se encuentra el organismo después de la dimisión del anterior presidente de RTVE, <a href="http://noticias.lainformacion.com/alberto-oliart/P_UqzPKSCxjvlkCzDNRja1k1/" title="Alberto Oliart"><strong>Alberto Oliart</strong></a>, en julio de 2010, y las dificultades que implica esta situación a la hora de tomar cualquier decisión.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Sobre este aspecto, Sáenz de Santamaría ha asegurado a los consejero que el Gobierno tiene "interés en hacerlo cuanto antes" y ha asegurado que el Ejecutivo está pendiente de que el <a href="http://noticias.lainformacion.com/partido-socialista-obrero-espanol/O_0Df9W0i8y4O8QhsXoSvDH3/" title="PSOE"><strong>PSOE</strong></a> "defina un interlocutor", una vez que se celebre el congreso en el que tiene que ser elegido un nuevo secretario general.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Antes de reunirse con la vicepresidenta del Gobierno, el Consejo de Administración había tenido una reunión&nbsp;en la que había escuchado los informes del director de TVE, <a href="http://noticias.lainformacion.com/radio-nacional-de-espana/E_mMFrfs6leTRdAe8v3tMgW4/" title="RNE"><strong>RNE</strong></a> y el director corporativo de RTVE sobre la situación en que quedaría la corporación ante un posible recorte de 200 millones de euros. Esto supone no incremento retribuciones y no realizar aportaciones a los Planes de Pensiones. En la delegación de Sant Cugat (Barcelona), Alternativa-Apli ha denunciado que por un error de forma la mesa electoral no ha aceptado su candidatura. El sindicato es una escisión de UGT.<br /><br />En un comunicado enviado a la prensa, el sindicato denuncia que "al más puro estilo caciquil del sindicalismo vertical, propio de regímenes totalitarios y antidemocráticos" les han vetado la candidatura.<br /><br /><strong><span class="Apple-style-span" style="color: #38761d;">"QUITARNOS DE EN MEDIO"</span></strong><br /><br />En declaraciones a Periodista Digital, Hidalgo ha asegurado que se "ha buscado una justificación para quitarnos de en medio" porque tanto UGT como CCOO saben, según el portavoz de Alternativa-Apli, que aquel sindicato es mayoritario en RTVE.<br /><br />El problema es una cuestión de forma. "Entregamos el documento de la candidatura. Son cuatro hojas, y firmaron en la primera", asegura Hidalgo. Ahora, la mesa electoral considera que la firma debe estar en todas las hojas y el recibí en la copia que se quedaron estos.<br /><br />Hidalgo se defiende alegando que, si es verdad que hay un defecto de forma, la ley permite que en 24 horas se resuelva el problema, algo que la mesa electoral no les permite. Además, advierte que otros sindicatos --en concreto ha citado a CCOO-- ni tan siquiera tienen firmada una de las hojas de las candidaturas. "Si hay defectos de forma, que sea para todos", ha indicado.<br /><br /><strong><span class="Apple-style-span" style="color: #38761d;">"LES COMPRA CON PRERROGATIVAS"</span></strong><br /><br />Desde Alternativa-Apli aseguran que su candidatura les da "miedo" a los sindicatos tradicionales, porque se han convertido en el único sindicato que denuncia a "esa dirección que les compra con prerrogativas, que ponemos al descubierto sus tropelías y corruptelas sindicales" y "las contrataciones sin banco de datos, las permutas ilegales, los interinajes fraudulentos".<br /><br />Hidalgo tiene pocas esperazas en el laudo arbitral que deberá resolver en pocos días si la mesa debe readmitir su candidatura o no. Si no les da la razón, aunque no sería lo más lógico: "está todo muy claro", ha adelantado a Periodista Digital que acudirán a los tribunales. Si esto ocurriera, las elecciones del 17 de noviembre se celebrarán pero podrían tener que repetirse una vez se dictase sentencia sobre el caso.<br /><br />"En TVE Cataluña quieren acabar con la libertad de decidir por nosotros mismos, no quieren que la mayoría de los trabajadores podamos escoger libremente a nuestros representantes, y como no nos pueden vencer en las urnas hacen todo lo posible para que no nos presentemos. Las relaciones entre unos y otros están marcadas por la desconfianza. Los directivos ponen en entredicho que el Consejo deba asumir competencias ejecutivas y los consejeros tumban decisiones adoptadas por los directivos. Estas complejas relaciones están alimentando el riesgo de parálisis en la televisión pública, que tiene ante sí importantes decisiones en el corto plazo, como los presupuestos de RTVE para 2012 (previsiblemente sometidos a recortes), el diseño de la cobertura de los Juegos Olímpicos de Londres (que requieren inversiones que rondan los 50 millones de euros) o la planificación de series televisivas. "En el día a día no hay problema, pero hay temas de amplio alcance que se pueden complicar", afirman fuentes de la corporación.</span><br /><div style="text-align: justify;"></div><div style="text-align: justify;"><span class="Apple-style-span" style="color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; line-height: 36px;">En las últimas semanas, los consejeros han fiscalizado a fondo la labor de los directivos. Al amparo de la ley, fijaron reuniones los lunes con los responsables de TVE, Santiago González, y de RNE, Benigno Moreno, y con el director corporativo, Jaime Gaiteiro. Eso llevó a gestionar la televisión pública de manera asamblearia. "Parecía un sóviet", explica uno de sus miembros. "En las reuniones de los lunes se discutían detalles innecesarios. Por ejemplo, se reprobaban gastos de 1.000 euros. No estamos para eso; nuestra labor es diseñar las líneas estratégicas, marcar las directrices y hacer una labor de vigilancia", añade. El caso más sonado ha sido el de Silvia Delgado, sobrina del expresidente de RTVE Alberto Oliart, que se incorporó al grupo audiovisual como cargo de confianza. El director de TVE propuso que fuera nombrada para desempeñar un puesto administrativo porque, en su opinión, daba el perfil para cubrir una plaza vacante. "Está claro que hay una resistencia al control por parte del comité de dirección. Pero la reforma de la ley se hizo precisamente para que los directivos dejaran de tener poderes absolutos y estuvieran sometidos al control del Consejo de Administración", dice uno de los vocales.</span></span></div><div style="color: #333333; font: normal normal normal 160%/140% Georgia, 'Times New Roman', Times, serif; margin-bottom: 13px; padding-bottom: 0px; padding-left: 0px; padding-right: 0px; padding-top: 0px; text-align: justify;"><span class="Apple-style-span" style="background-color: white; font-family: Arial, Helvetica, sans-serif;"><span class="Apple-style-span" style="font-size: small;">"El hecho de que RTVE esté sin presidente nos obliga a tomar una serie de decisiones que corresponderían a una presidencia ejecutiva", añade. "Tenemos un conflicto: encajar la situación actual entre la presidencia ejecutiva conjunta y el equipo directivo", explican fuentes de la corporación. Tradicionalmente se han creado dos bandos: los consejeros del PP y CiU (cinco votos) y los del PSOE, IU y UGT (cinco). Para romper los empates, el presidente de turno puede ejercer su voto de calidad. GÓMEZ</strong> <em>- Madrid - </em>24/07/2011 </div><div style="text-align: justify;">Para algunos era "la única salida" consensuada capaz de salvar el actual modelo de televisión pública. Para otros ha sido "una monumental chapuza". La decisión del Consejo de Administración de RTVE de imponer una presidencia rotatoria por meses entre sus miembros devuelve la televisión pública a 2006, justo antes de la reforma impulsada por Zapatero. En la época del ente público, cuando el director general era elegido por el Gobierno, la presidencia del consejo cambiaba cada mes. Como ahora. La diferencia es que mientras estuvo en vigor el Estatuto de 1980, el Consejo de Administración era un órgano prácticamente decorativo y ahora tiene competencias ejecutivas plenas.</div><a name='more'></a><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Los consejeros respaldaron esta semana la fórmula de la alternancia mensual: 10 de los 11 miembros votaron a favor, el representante de CiU se abstuvo. El de ERC apoyó la medida, pero dijo que renunciaba a su turno en la presidencia. Por sorteo, el primero que llevará el timón es Manuel Esteve (propuesto por el PP). Los siguientes accederán al cargo por orden alfabético. Ni siquiera la elaboración de la lista se ha librado de la polémica. En principio, se discutió sobre el abecedario a aplicar: el internacional o el español. El consejo se decantó por el segundo y colocó a Rosario López Miralles (PP) la primera la lista, por delante de Mari Cruz Llamazares (PSOE). Así hubiera ocurrido hace un año pero, con la nueva ortografía, la "ll" ha desaparecido como letra. Llamazares adelanta a López.</div><div style="text-align: justify;">Esta discrepancia es una muestra del esperpento que ha vivido la televisión pública en el año y medio de gestión de Alberto Oliart. Especialmente sorprendente fue el debate sobre la renovación del programa de La 1 <i>España directo,</i> que vencía en junio. Oliart era partidario de ampliarlo hasta diciembre, y así lo defendió en el seno del consejo. Pero, llegada la hora de la votación, dio un giro de 180 grados al ver que todos estaban en su contra. Fue una manera de evitar un 11-1 y verse derrotado por sus consejeros.</div><div style="text-align: justify;">A estos desconcertantes vaivenes se unen las lagunas de la ley, que no prevé el mecanismo a seguir si el presidente de RTVE dimite y no hay acuerdo parlamentario para designar sustituto. El bloqueo del PP a la hora de consensuar el relevo de Oliart (que dejó el cargo el pasado día 6) ha conducido a un apaño de emergencia. "Es una medida transitoria, extrema, que hay que situarla en el contexto político actual: a pocos meses de unas elecciones generales y con el PP cerrado en banda a cualquier tipo de negociación", explica el catedrático de Comunicación Audiovisual José María Álvarez Monzoncillo, que defiende una televisión "de verdadero servicio público, de calidad, independiente, con un modelo de financiación estable y socialmente influyente".</div><div style="text-align: justify;">Más crítico se muestra el periodista Fernando González Urbaneja, que formó parte del quinteto de <i>sabios</i> creado por Zapatero para estudiar el cambio de modelo de la televisión pública. "Es una chapuza; un indicativo de que la reforma no ha sido eficaz. Una buena intención con un mal resultado. Y en una situación política degradada como la actual es imposible que nada salga bien".</div><div style="text-align: justify;">Más allá del momento coyuntural, Urbaneja critica la composición cuantitativa del consejo -"demasiado grande"- y cualitativa -"es gente que defiende intereses de parte"-. Los 12 miembros son nombrados con una mayoría de dos tercios en el Congreso y el Senado tras pasar un examen de idoneidad. Los dos grandes partidos no descartan que cuando toque la renovación (seis de ellos han expirado ya su mandato) se reduzca el número de miembros.</div><div style="text-align: justify;">Desde dentro del consejo, la perspectiva es diferente. Miguel Ángel Sacaluga, propuesto por los socialistas, recuerda que ante la situación de bloqueo parlamentario se planteó una presidencia colectiva. "Una situación excepcional", apunta, "que requería una solución también excepcional".</div><div style="text-align: justify;">Con la crisis sucesoria abierta tras la dimisión de Oliart, el consejo barajó varias opciones: designar un presidente interino sin competencias, otorgarle plenas competencias o nombrar un director ejecutivo. La Abogacía del Estado sugirió la segunda opción, pero para ello era necesario cambiar los estatutos sociales de RTVE. Algunos consejeros interpretaban que esa modificación abría la posibilidad de que en un futuro el máximo cargo de la corporación se pudiera cambiar con los votos de una mayoría simple de los consejeros. Para Sacaluga, esta opción era "una manera del vulnerar el espíritu de la ley, que exige dos tercios del Congreso para elegir presidente de RTVE".</div><div style="text-align: justify;">Los miembros propuestos por PSOE, IU, ERC, CC OO y UGT eran partidarios de votar como presidente a Sacaluga, pero este exigió el apoyo del PP. Fue la manera de "cerrar el debate sobre las personas y apostar por la defensa del modelo de televisión pública", dice Sacaluga. Con las negociaciones estancadas, llegó el parche: turnos rotatorios. Pero no fue un remedio unánime. El consejero de CiU, Josep Manuel Silva, se desmarcó. "Hemos hecho lo contrario de lo que nos dijo la abogacía", afirma Silva, que se abstuvo porque tenía "dudas jurídicas".</div><div style="text-align: justify;">Para despejarlas, se ha solicitado otro informe a los servicios jurídicos. La principal incertidumbre es saber si el Consejo de Administración puede ostentar el control ejecutivo. Silva sostiene que, según la ley, estas funciones son exclusivamente del presidente. Los otros 10 consejeros interpretan que el "control ejecutivo" de la empresa queda en manos del Consejo de Administración (que retoma esas competencias) y que las funciones del presidente se limitan a convocar las sesiones y dar turnos de palabra.
